Happy Anniversary? This week marks the 5th anniversary of passage of the law which substantially transformed the welfare system in our country. The original bill was authorized for 6 years, which means that by October 1, 2002 Congress will need to reauthorize the legislation. Over the course of the next year we are sure to see reports that vary widely in perspective. Did the changes work, what role did a strong economy play in the outcome and will a slower economy this year bring changes in the results? We will need to watch carefully as the reports begin to filter in whether what seems to be a decline in the welfare rolls means fewer people are living in poverty, or that they have just fallen below the safety net. Over the next year JCPA will be following this issue closely. For those looking for roadmap of how the debate may unfold good material is available on the following websites. The Brookings Institution – "Welfare Reform & Beyond" www.brookings.edu ; The Heritage Foundation at www.heritage.org; and The Coalition on Human Needs (a JCPA coalition partner) is building a welfare reform site at www.chn.org.
We’re Outta Here: Because of the congressional recess, the UN World Conference on Racism in Durban, South Africa, and various staff vacation schedules, the Insider will not be published for the next two weeks. We will resume regular publication on Monday, September 10th. But fear not! JCPA will keep you apprised of important breaking developments as well as Solidarity September.
