"The Jewish Council for Public Affairs (JCPA) is deeply saddened by the tragic loss of life in Israel, the West Bank and Gaza Strip in recent days. We extend our condolences to the families of the victims, Palestinian and Israeli, and pray that those injured make a full and speedy recovery.

No perceived provocation can justify the massive violence that has erupted in Palestinian-controlled territories. Responsibility for maintaining order there falls squarely on the shoulders of PLO Chairman Yasser Arafat and the Palestinian Authority. Their response thus far has been extremely disappointing. We call upon the Palestinian leadership to take immediate measures independently and, where necessary, in coordination with Israeli officials, to restore stability to those areas affected by the violence.

Ultimately, the solution to the status of Jerusalem and other sensitive issues currently dividing Israelis and Palestinians must be found at the negotiating table. We urge both parties, with the active assistance of the United States, to continue their search for a formula that will put an end to this terrible conflict."
